The Process
Obtaining the Bond
NOTE: This application is NOT the same process and does not use the same application form as Step 4, below.
- Please complete the online notary application web form.
- Save a copy of the completed application for your records.
- Email a copy of the completed application to: Parker, Smith and Feek at: mlrankin@psfinc.com
- 1) The Notary Applicant completes the Notary Application and submits via email to Parker, Smith and Feek.
- 2) Parker, Smith and Feek will email an invoice with the bond to the applicant.
- When the bond is received, it needs to be signed by the applicant. Please keep a signed copy of the bond for your records as required by the State and submit a copy to the State along with the application and application fee as listed below.
- 3) UW Department schedules payment to Parker Smith & Feek via Supplier Invoice Request in Workday.
- The department will input the invoice information from Parker Smith & Feek into the Supplier Invoice Request form in Workday. Bond fee is $50.00.

Obtaining the Certificate or Renewal Certificate
- 4) UW Department will create a Non-PO Invoice payable to the Department of Licensing.
- Complete the application form. The department will create a Supplier Invoice Request for $30.00 payable to the Department of Licensing. Request to have the check sent to a UW campus box number in Workday. This check will need to be mailed to the Department of Licensing with a copy of the signed bond and a copy of the application form.
- 5) Department sends payment and the entire package to the Department of Licensing.
- The department will pick up the check and send it with a copy of the signed bond and renewal application form to the Department of Licensing:

Olympia, WA 98501 - 6) Notary will receive the Certificate of Appointment.
- The Washington State Department of Licensing will send a Certificate of Appointment to the Notary applicant.

Obtaining the Stamp
- 7) Order a new or updated Notary Seal.
- Once the notary certificate is received, a seal/stamp may be purchased or the existing seal/stamp may need to be corrected to reflect new appointment dates.
Keeney's and ODP are contracted suppliers that provide this service. While placing the order in Workday, please attach a copy of the notary certificate for their print facility.
