Research Terms and Conditions (RTCs)

The Research Terms and Conditions (RTCs) modify or clarify the Uniform Guidance (2 CFR 200) as it applies to research-related Awards issued by participating federal agencies. The intent of the RTCs is to reduce administrative burden for research institutions by clarifying federal requirements and/or waiving select prior approval requirements.

Not all federal agencies implement the RTCs. A list of agencies that implement the RTCs is posted on the NSF website. Some federal agencies also implement Agency Specific Requirements, which can also be be found on the NSF website.

The effective date of the RTCs differs by agency. Review your Award to determine if your federal Sponsor includes the RTCs in the Award requirements and to verify the effective date.

The RTCs include a Prior Approval Matrix which gives a summary overview of the prior approval waivers provided by participating federal agencies. The matrix can be difficult to read, so we've created a UW-edited version.

As always, any provision in the RTCs is superseded by the terms of the Award; the Award MUST be reviewed to determine the applicable requirements. You can review the hierarchy of regulations on a federal Award.
